I want to try again and would like inform you that we (human being) have best solution for rescue our earth and technology help us for receive to this purpose.
I sent ITU and many organizations and companies my proposal named: GLOBAL TELECOMMUNICATION PROJECT.
Major consequences of this project after opening are:
1science advancement speedup
2business and commerce advancement speedup
3Education propagation in all point of planet, for all human being.
And some sub consequences are:
1Medical service advancement and propagation in all zones especially in poor countries.
2Democracy propagation and finish era of dictator, totalitarian and idea logic regimes.
3Culture and modern civilization propagation in all countries, and decrease radical idea logics and terrorism. Yes Global telecommunication project will connect terrorists, but revolution in view and idea logy, and also control terrorists acts will be more effective than terrorism development.
4Change energy sources.
5Finding solutions for repair ozone layer as soon as possible, and global warming challenge.
6Modern farmer and industry grow up, and economy advancement in poor countries.
7Finding solutions for other challenges.
Some companies iridium, global star are operating in this ideal goal, and have under construction dedicated projects, but this is not good news because we need unity of companies, and international organizations and agencies for change telecommunication world.
I believe that ITU has an important responsibility and should control, leading and managing this ideal goal. I suggest implementation consortium includes:
1ITU as leader of consortium.
2Research centers, universities, R&D centers of IT-mobile-telecommunication companies, as huge research team.
Research team duties are explore and research about:
LTE Wimax effective coverage range (1800 Km)
OFDMA and other protocols for best connecting.
Best frequency spectrum for use in this project. This frequency spectrum should be non line of sight.
Cloud computing, speed increase, internet infrastructure, coverage full society zones (India, china

Frequency spectrum for use: must be research.
Satellites will be in united network in space.
f Any satellite will be working as data center (server) in space.
Any user will be one mini server, and data transferring will be absolutely freedom. This is a best solution for increasing and upgrading internet infrastructure.
