Dear Sir/Madam,
Our POC in Baghdad, Iraq has retained us as a Consultant to prepare a short list of prospective companies interested in the design, fabrication, installation, start up, and handover of a refinery of the following description to the Government of Iraq on a turnkey basis.
The refinery will be installed in Babylon province, 25 kilometers south of Baghdad. The Government of Iraq will provide land, crude from Basra and/or Kirkuk at discounted prices, and complete security during installation start up and operation of the refinery. The Government of Iraq will also purchase all petroleum products from your company or allow your company to export the same, if you so desire.
Brief Description: The refinery is to process 140, 000 BPSD of crude oil with all the necessary process units, utilities, tank farm, offsite facilities, pipelines, etc, with at least 80% recovery of the petroleum products. The scope of work includes, but is not limited to, the following tasks:
1-Engineering, procurement, supervision of erection, commissioning and test-run.
2-Installation of the instrumentation, control and communications systems.
3-An option to perform all the erection and installation works

LAST DATE FOR THE RECEIPT OF YOUR LOI: Monday, March 16, 2009
We will be pleased to send you complete SPECIFICATIONS along with the TERMS and CONDITIONS of performing this project within two weeks from the date of receipt of your LOI.
