III.CONTEXT AND JUSTIFICATION OF THE PROJECT
   = investors to purchase gold/ sapphire or invest mining exploitation=
 
On the international plan, with the financial crisis of ***9 and even well before it, Dollar which is the main exchange currency is becoming lesser and lesser unanimous and hence the mad rush for gold which tends to become as in the past, the sure value in commercial exchanges. This is noticed by its price on the international market which keeps on rising day by day.
At the local level, since ***3 till date, artisanal mining activities exist in the East, Adamawa, South and North Regions of Cameroon. These activities contribute in a substantial manner to the reduction of poverty. In effect, it is estimated between *0.**0 and *0.**0 persons directly implicated in this activity, for an estimated annual production of more than **0 Kg gold per month just within the framework of strict artisanal mining. Just for some sectors in the Mintom and Kambele we have a production of more than*0 Kg gold per month and here, the artisans use only rudimentary equipment made up of mining shovels, wash pans, pick axes, dig axe sand water - pumps for the most fortunate.
With Law n°**1 of *6 april ***1 granting mining code, its modification of July ***0 and its application decree n°**2 of *6 march ***2, Cameroon obtained a mining legislation attractive for local and foreign economic operators. Following this new mining legislature and following the harmonized and production sharing contract instituted within the framework of its  Mining Activities Development Support Program , which is a  win-win contract between the technico-financial partner and the local stakeholders, the Cameroonian mining sector has known a massive influx of economic operators, and this is translated by the granting of more than one hundred research permit and hundreds of mechanized exploitation authorization of artisanal mining (more than **0 companies in activity in Btar-Oya and Colomine and more than *0 already in meiganga) throughout the national territory. Another point envisaged by the adoption of this new mining legislature was the development through the mechanization of artisanal mining, but nowadays, the **0 Kg produced per month come from strict artisanal mining with as materials: mining shovels, dig axe sand water pumps (cf. Annexes). The least we can say here is that despite the relatively important gold production, this could be better mindful of the mining potentialities in place, if it was practiced in a more efficient manner by persons who are experts but integrating technological tool and more profitable processing methods.
