Need supplier Jet fuel A1 With Buyer Procedure

Hello sir Very important PROCEDURE FROM BUYER NEED SELLER WHICH CAN ACCEPT IT Product : JET FUEL-A1 Quantity : 1 Million Barrels Delivery : FOB-Rotterdam (at Buyer's Tanks) Price : based on Platts European Marketscan N.W.E. minus Gross  : 1) Seller should send his Soft Corporate Offer / SCO (to the Buyer) with this same Procedure 2) Buyer will Sign + Seal that same SCO (as "accepted") and send it back to the Seller. 3) Seller will send (to the Buyer) ALL the following Documents : a) Proforma Invoice b) Seller's Tank Storage Receipt / TSR (with GPS number + of all the different Tank's Coordinates) c) FRESH Q&Q Analysis Report (done IN ROTTERDAM at the Seller's Tanks by any of the MAJOR Inspection-Companies; "SGS" or "Intertek" or "Saybolt" or "Bureau Veritas") d) Injection Report (the Original Injection-Report that was given to the Seller the day that his Supplier injected the product into the Seller's Tanks in Rotterdam) e) Authority to Sell and Collect (ATSC) f) Authority to Verify (ATV) g) Unconditional Dip Test Authority Letter (U-DTA) 4) Buyer will immediately confirm/verify the FRESH Q&Q Analysis Report (directly with the Inspection-Company's Office in Rotterdam). 5) If the confirmation/verification process is successful, the Buyer will send (to the Seller) all his Rotterdam Tank's information / coordinates. 6) Seller will initiate the Injection process into the Buyer's Tanks in Rotterdam. 7) After the injection process is finished, the Seller will send (to the Buyer) a Final Commercial-Invoice (according to the exact quantity of barrels that was specified on the FRESH Q&Q Analysis Report, see Point #*-c, above) 8) Buyer will immediately send Payment (to the Seller's bank) via MT***-Swift Transfer 9) Seller will transfer the Title of
