RUSSIAN QUALITY CERTIFICATE There are a number of documents which could be required for the importation and operation of industrial equipment in Russia, depending on their nature and application: 1. At the stage of Customs clearance - GOST R Certificate / Declaration of Conformity / Letter of Exemption - Hygienic Certificate - Ecology Certificate - License (for very special goods like alcohol, substances classified as drugs etc.) 2. At the stage of Commissioning and Operation - Hygienic Certificate - Fire certificate - RTN (Rostechnadzor) Permit for operation - Metrology (Pattern Approval) Certificate - Technical Passport It does not mean that all above documents are required in all cases. SERCONS will review relevant technical documentation and advise what documents are applicable for certain package and goods. GOST R Certificate (Certificate of Conformity) The certificate is to verify that the goods listed in the Certificate conform to GOST’s requirements. Conformity of goods is being established by GOST R Certification Bodies accredited by Federal Agency on Technical Regulating and Metrology (RosTechRegulirovanie, or RTR, former Gosstandard) in a certain field, eg. mechanical, electrical, electronic equipment, construction goods, chemical substances, consumer goods etc. Conformity of goods to appropriate Russian State Standards (GOSTs) is established on the basis of: - applicant&#**9;s documents – test reports, QA documents (ISO ***1 certificate), product data sheets and specifications, drawings and diagrams etc.; - sample testing at the testing lab accredited by Federal Agency on Technical Regulating and Metrology; - factory inspection visit by certification body experts. There are several types of GOST R certificate - "Batch" certificate which is valid for certain limited batch of goods supplied under a certain contract only. This is being issued based on the manufacturer’s documents. - "Type" or "Blanket " *-year or *-year certificate. This can also be issued based on manufacturer’s documents. "Type" or "Blanket " *-year certificate. In this case, the certification procedure assumes a factory inspection visit, along with documents submission and sometimes testing of samples. In certain cases factory inspection can be avoided The list of goods subject to GOST R certificate is governed by Federal Customs Service Letter No N ****3/****6 dated *9.*2.*6. The above letter contains a list of goods specified by harmonized system tariff codes for which GOST R is a mandatory document to allow clearing of the goods through the customs. Goods not listed do not require GOST R certificate, but sometimes there could be different interpretations whether goods belong to a code requiring certification or not; also there is a number of exceptions and conditions which may allow avoiding GOST R Certification. For such cases, a GOST R Letter of Exemption (LoE) could be issued by the Institute of Certification (VNIIS). This Letter serves as an official and final explanatory document for the Customs. SERCONS can assist in obtaining of any type of GOST R required by the Client. In case of factory visit, SERCONS shall make all the visit arrangements, the SERCONS manager will accompany experts and provide them with all the services, including interpreting / translation. Providing a GOST R Letter of Exemption is also within the scope of SERCONS’s services. Hygienic Certificate (Sanitary-Epidemiological Conclusion) A Hygienic Certificate (Sanitary-Epidemiological Conclusion) is a statement that the goods are allowed for operation in respect of human health and safety. It is issued by Federal Inspectorate for Protection of Consumers’ Rights and Human Welfare –RosPotrebNadzor (RPN). There are two documents governing the necessity for Sanitary-Epidemiological Conclusion. 1. The list of goods for which Sanitary-Epidemiological Conclusion is required at the Customs is defined by Federal Customs Service Letter No ****3/****8 dated *4.*2.***6. The list compises food products, consumer goods, some of construction materials, etc., with certain tariff codes. This letter gives clear indication if Sanitary-Epidemiological Conclusion is required at the Customs for the goods in question. If the tariff code of your goods is not listed in the above Letter, it means that such Conclusion cannot be required. 2. The list of goods for which Sanitary-Epidemiological Conclusion could be required at the stage of commissioning / operation is defined by Order No **6 Dated *1.*1.***5, Appendix No 5, issued by RPN. This list covers the following group of goods: - Food products; - Goods for children; - Materials and equipment for potable water systems - Perfumes and cosmetics; - Chemical and petrochemical products, household chemical goods; - Polymer and synthetic materials for construction, transport, furniture manufacture; chemical fibers and textile materials, synthetic leather - Industrial and medical equipment; domestic devices; - Printed output – school books; - Products made from natural raw materials subject to treatment; - Materials for products to be in touch with human skin; - Ionic emission source units; - Some construction materials; - Vehicles and transport products; - Domestic and sanitary disinfectants; - Individual protection products; - Tobaccos; - Pesticides and agrochemical products; - Materials in contact with food products. RPN&#**9;s Letter dated 3.*2.***6 No ***0/*********2 clarifies the above-mentioned Order No **6 as follows: Federal Law dated *0.*3.***9 Nr **-FZ “On Sanitary-Epidemiological welfare of people” assumes that “commissioning of new built and reconstructed facilities is allowed based on availability of Sanitary-Epidemiological Conclusions confirming compliance of such facilities with sanitary regulations. Such Sanitary-Epidemiological Conclusions are issued by local (sanitary) departments on the approved Sanitary-Epidemiological Conclusion letterheads to allow certain activities (works, services) based on results of State Sanitary-Epidemiological inspections. If necessary to carry out Sanitary-Epidemiological Expertise, Federal State Public Health Institutions can be engaged. In this case Sanitary-Epidemiological Expertise and issue of Sanitary-Epidemiological Conclusions by local departments are free of charge. Validity of the said conclusion is not limited.” The above means that scope of goods requiring Hygienic Certificate (Sanitary-Epidemiological Conclusion) for the customs clearance is limited by the list as per Federal Customs Service Letter No ****3/****8 dated *4.*2.***6; all other industrial equipment intended for newly built and reconstructed facilities shall be allowed for use, from the hygiene point of view, within complete facility (plant, factory) and to be arranged by End User at commissioning stage. Sanitary-Epidemiological Conclusion is issued based on applicant&#**9;s documents (test reports, product specifications, materials chemical composition etc.) and sample testing at the laboratory accredited by RPN. There are two types of Sanitary-Epidemiological Conclusion: - "Batch" Conclusion which is valid for certain batch of goods supplied under certain contract only. Certain goods can be certified based on documentation. - "Type" or "Blanket " *-year Conclusion. This option assumes sample testing. - SERCONS can assist in obtaining of Sanitary-Epidemiological Conclusions required for the Customs clearance and, if necessary and/or specifically required by Equipment Buyers, for those generally required for commissioning / operation only. Fire Safety Certificate A Fire Safety Certificate is a document issued by the Fire Safety Certification Body accredited by Ministry of Emergency and states that the equipment is in line with Russian Fire Safety Regulations, similar to GOST R certificate. A Fire Safety certificate could be issued on basis of: - Sample(s) testing at the accredited Fire Testing Lab - Factory Inspection Visit done by Fire Safety experts. There are the following types of Fire Safety Certificates - "Batch" certificate which is valid for certain batch of goods supplied under certain contract only. - "Type" or "Blanket " *-year or *-year certificate. - "Type" or "Blanket " *-year certificate. Fire certification procedures in general are very similar to GOST R certification procedures and also assume documentation review; sample testing; inspection visits. SERCONS can advise on the applicable requirements based on nature and scope of equipment. The list of goods subject to Fire Safety Certificate is defined by Ministry of Emergency Order No **0 dated *8.*7.***2. In general, all the goods could be divided by 5 categories: - Fire fighting, detection and control equipment; - Materials (PVC sheets, mineral wool mats, wall/floor/roof insulation materials, etc.); - Construction elements (cable transits, fire dampers, air ducts etc.); - Electrical goods (almost all the types of cables, domestic refrigerators etc.); - Heat generating devices and burners. For some unclear cases Fire Letter of Exemption could be issued. SERCONS can assist in obtaining of any type of Fire Safety Certificate, as well as Fire Letter of Exemption, where necessary. As the procedure of fire certification is rather complicated, expensive and time consuming, it is advisable to purchase already certified components. In many cases SERCONS can advise on components currently covered with Fire Safety certificates. RTN (Rostechnadzor) Permit for operation This is a document issued by Federal Service for Ecology, Technological and Nuclear Supervision (FSETAN), otherwise known as RTN - RosTechNadzor, stating that the equipment listed in the Permit meets appropriate Russian industrial safety requirements (PB). The list of equipment subject to RTN Permit includes items in high pressure/high temperature service and/or items handling hazardous/toxic liquids and gases, such as pressure vessels, pumps, valves, compressors, turbines, burners, furnaces, process packages; lifting equipment; automation and control systems for potentially hazardous processes, etc. In addition, the RTN Permit is required for all electrical items intended for operation in explosive atmosphere; in general, this is similar to the ATEX Certificate. The RTN Permit could be issued on the basis of an Expert Conclusion prepared by an expert organization accredited by RTN. The Expert Conclusion, in turn, could be issued on the basis of a number of documents submitted by the applicant. For pressurized items, these documents could include (but are not limited to) drawings, specification, material certificates, strength calculations, pressure test reports, NDT reports, weld map and details etc. For electrical items these documents are specification, ATEX certificate and test report, drawings, operation manual. In addition, a GOST R certificate is required, even though for this equipment GOST R is not required at the Customs. Similar to GOST R certificate, there are two types of RTN Permit: - "Batch" RTN Permit, which is valid for a certain batch of goods supplied under a certain contract only. It could be issued on the basis of documents. - "Type" or "Blanket " *-year Permit. Normally it could be issued on basis of a factory inspection visit, along with documents submission and sometimes sample testing as well. SERCONS can assist in obtaining of any type of RTN Permit. In case of a factory visit, SERCONS makes all the visit arrangements by ourselves, our manager will accompany experts and provide them with all the services, including interpreting / translation. Metrology (Pattern Approval) Certificate This certificate is required for all measuring instruments featuring certain measuring range and accuracy. This certificate is issued by RosTechRegulirovanie (RTR) on basis of documents prepared by accredited Metrology Institute. It declares that an instrument - is approved for operation as official measuring device with the range and accuracy as stated in the Appendix to the certificate; - there is an approved calibration procedure to be followed during periodic calibration tests. There are two types of Metrology certificate: - "Batch" Metrology certificate which is valid for certain batch of instruments with serial numbers listed in the Certificate, which could be issued on basis of documents; - "Type" or "Blanket " *-year Metrology certificate which could be issued on the basis of samples testing and documents. In most cases, a factory visit is not required for Metrology certification, unless the scope of certification is newly developed measuring instruments, having no analogues in Russia. SERCONS can assist in obtaining of both types of Metrology Certification, and can also advise if the instrument in question is already certified or not. Technical Passport A Technical Passport is a document to be prepared and signed by the equipment manufacturer / supplier. It contains the technical specification, operating and maintenance instructions, manufacturer&#**9;s declaration of conformity, as well as maintenance and repairs logbook. The Technical Passport should be prepared according to GOST 2.*******6. The equipment for which a Technical Passport is required includes pressure vessels, boilers, compressors, turbines, pumps, lifting equipment, etc. SERCONS can help with Technical Passport preparation in one of two ways. Basic option (Assistance) - SERCONS provides a Technical Passport (TP) "template" in English or English/Russian for Client to complete. This will be reviewed by SERCONS, translated into Russian and returned to the Client by E-mail for further hard-copy issue and verification. Extended option (Preparation) – This option assumes completion of TP by SERCONS based on Client’s design and manufacturing documentation. Translation of attachment to TP’s, such as drawings / datasheets / manuals etc. can also be done by SERCONS for an additional cost. Ecology Certificate This certificate is required at the Customs for some goods, including refrigerators, conditioners, portable extinguishers etc., containing potential ozone depleters. Certificate is issued on basis of documents, with 6 months of validity, with reference to a certain contract.
